On Saturday, 07-27-2024, inmate Houang, Van was housed in High Observation Single Cell B-04. Officers advised the on duty supervisor that Houang had several uneaten trays in his cell. The supervisor spoke with Houang and offered him food and drink which Houang did not respond to. After trying to speak with Houang, the supervisor believed Houang did not respond and interact in his normal fashion. The supervisor contacted Medical staff and after they assessed Houang it was determined to send him to Nort West Texas Hospital (NWTH) for further medical care. On Sunday, 07-28-2024, we received information from NWTH that Houang's condition was continuing to deteriorate to include his kidney's were shutting down; mid morning Monday, 07-29-2024 NWTH was advising Houang had not improved with dialysis and other treatments. Houang passed away on Monday, 07-29-2024 at 1710 hrs under a doctor's care at NWTH. Texas Ranger Swick was contacted and is conducting the investigation and did come out to NWTH. JP Jones was contacted and an autopsy was approved to be conducted Wednesday, 07-31-2024.
