Synopsis: Officers responded to a reported shooting at an apartment at the Westminister Apts. The gathering involved juveniles and young adults. The party began at another location and later moved to this address. Several individuals were asked to leave the original location. They later followed attendees to the Coulter location, tried to enter an apartment, and opened fire using a rifle-style weapon. No weapons were recovered directly from suspects. A Glock 9mm handgun was located on a landing outside Apartment 244. Investigators believe multiple weapons used based on cartridge casings recovered in the alley south of the apartment complex. Reports obtained weeks later showed that on the night of the shooting, Eh Gay Htoo Win was arrested for tampering with evidence, unlawful carrying of a weapon and failing to identify. Win was seen placing a bag capable of holding rifles in the back of a car on NW 17th. The car left the scene and officers conducted a traffic stop. Inside the car were four men, including Win. The report says he is a confirmed gang member with Asian Pride. On May 18, police arrested Jame Htoo for evading arrest and disorderly conduct charges. Htoo was arrested after a brief chase with police that ended in the area of Oak Drive and Magnolia Street. Htoo was interviewed by homicide detectives before he was booked for evading arrest.
